Objective of the session

  1. To explore the interplay between customary, indigenous, and formal legal systems in the Himalayan region and their role in ensuring justice for local communities.
  2. To examine challenges in harmonising legal pluralism with national and international environmental, human rights, and development frameworks.
  3. To assess the accessibility, affordability, and timeliness of justice in geographically remote and ecologically fragile Himalayan areas.
  4. To identify barriers to the effective functioning of formal legal institutions (e.g., courts, tribunals, alternative dispute resolution bodies) in the region.
  5. To highlight best practices and case studies from within the Himalayas and other mountainous regions worldwide for improving legal inclusivity.
  6. To engage stakeholders—including policymakers, judiciary, community leaders, NGOs, and academia—in dialogue on collaborative solutions.
  7. To develop policy recommendations for integrating customary laws into formal systems while safeguarding constitutional values and rights.
  8. To explore the role of environmental courts and tribunals (including the National Green Tribunal) in addressing ecological disputes in Himalayan states.
  9. To discuss technological innovations (e.g., mobile courts, virtual hearings, legal aid apps) to bridge justice gaps in remote areas.
  10. To strengthen community legal literacy and capacity building so that local populations can effectively navigate multiple legal systems
